ODEL DESIGN WITH A GENDER FOCUS FOR THE MEASUREMENT OF CORPORATE INNOVATIVE ABILITIES: APPLIED TO BOYACÁ

Abstract

That which is considered as excellent or innovative is not neutral regarding gender. Therefore, many of women’s innovative ideas may not be recognized as so (Rees, 2008). The approximations to the measurement of innovation with a gender focus are incipient. Even though there is no consensus over the definition of innovation, it is generally accepted that innovation is fundamental for the growth of production and productivity (OCDE, 2005). The Department of Boyacá has low innovation (CEPAL, 2010) and is ranked as having one of the worse discrimination conditions against women in the National average (PNUD, 2013); It also has few disintegrated gender studies. The following variables were considered for this innovation measurement proposal: innovation, human talent, knowledge management, technological development, culture, planning and hiring. It was applied in the agriculture and tourism industry in Boyacá. Results showed that the innovation level in the companies in Boyacá is low mainly as a result of the low scores in planning, hiring and human talent in the agricultural industry and in planning, hiring and technological development in the tourism industry. The latter situation points out the serious weakness that these sectors share in spite of goods being different from services, in aspects like investment in research and development and the link to networks and diverse entities. It was also found that there is an important relationship between the innovation level and women’s participation especially for the hiring component in both sectors. This indicates that in spite of being a neglected component, women’s hiring stands out in the construction of networks linking with different entities. For the agricultural industry, all the innovation components  have a positive relationship with women’s intervention, highlighting planning and knowledge management and including the use of ICT’s (Information and Communication Technologies).
