Abstract

Insecurity has become one of the main concerns of the population, and therefore, it is a priority for the authorities, not only for the police and militaries but also for the administrative authorities, which are making important efforts in the pursuit of tranquility for the citizens. But crime and violence seem to have evolved and grown showing great capacity to erase frontiers inside the country and outside. In this sense, this article looks tries to understand the regional dynamic of crime inside Colombia, emphasizing that the victims, the impact, the perpetrators, the support networks and the places where these events take place are no longer limited to only one territorial entity. For this reason, insecurity requires the intervention of the State with a rationale that can overcome the jurisdictional and territorial limitations that pertain the national political system, in order to face regional crime on equal basis. This article proposes the design, execution,
and evaluation of a public policy called REGION-SECURITY, capable of identifying common problems in different departments, and from there implement joined, intersectoral, articulated and coordinated actions that can provide an effective and lasting answer to the problem of crime (and its causes) present in the national territory.
