Abstract

In Colombia, and in many countries, through the laws of free access to public information, and what is known as e-Government has increased the information made available to citizens, improving quality and quantity the possibility of control over the bureaucratic act. This increased information available in theory supposed increased transparency, even in countries like Colombia corrupt practices in public procurement remain premier players in the social and political life of the country. Given that transparency, accountability and corruption by the e-Government unexplored build a two-way relationship, with a meaning, scope and fuzzy boundaries, it is necessary to consider how new technologies can be used effectively in combating and preventing the phenomenon of corruption in public procurement (Criado, 2010). This paper presents an analysis of the problem of corruption by proposing a framework to help understand this phenomenon and is based upon transparency, the power of civil society and new information technologies and communications.
