The public service Information and Communications Technology (TIC) in Colombia 2010-2018

The research article analyzes the Information and Communication Technologies (ICT) sector in Colombia during the period 2010-2018 as a non-domiciliary public service, starting with the implementation of Law 1341 of 2009 -The ICT Law or Law. of Convergence-. The theoretical foundation is the regulated public service and the methodology used is mixed by the sources of qualitative and quantitative information, which allows to outline the ICT policy programs and plans in Colombia 2010-2018, to specify statistical data on the provision of ICT as a public service 2010-2018, and apply the network analysis program Ucinet 6.0, which allows visualizing and analyzing the network structure of the public ICT service 2010-2018. The main conclusion is that the public ICT service in Colombia responds to a macro sector that has the capacity to generate added value without or with regulatory policies, because the State is not the only relevant actor in the dynamics of the ICT sector In Colombia.
