The Fifth Helix, the social actor needed for the Science, Technology and Innovation System

The Science, Technology and Innovation System has developed in parallel with the evolution of public policies for development. In the 1950s, when Henry S. Truman, President of the United States, decided that the world was divided in two: On the one hand, Europe, destroyed by the ravages of World War II, and on the other hand, Latin America, Asia and Africa, suppliers of raw materials and resources to face the war; the destroyed Europe was the developed one and America, Asia and Africa should follow a plan drawn up by the World Bank, the IMF and materialized in policies designed on the desks in Washington so that these underdeveloped countries, through a process defined by the Americans and the hegemonic powers, could one day reach the development of Europe.
