Abstract

Seems a simple exercise for all Latin American writing an essay on the importance of a country like Brazil in the regional and international arena; however, when you start the inquiry process that led to this scientific paper in addition to knowing a number of conditions, strategies and actions of the foreign policy of Brazil, it was also notable lack of information or rather the lack of academic interest particularly it exists on this quasi-continent neighbor, interest whose place has been traditionally occupied by the actions in the international system of the United States of course, the European Union and very recently in China and other emerging powers, including Brazil itself . However, a growing, widespread and documented attractive about the processes and actions of Brazil in the international concert performances that seem to have condemned to eternal status as an emerging power versus the same President Lula publicly said he was “tired” found . This and other differences, dichotomies and inequalities in Brazil and its effects on his vocation as power are the objects of study that have led to this work.
