Abstract

Manager by process is a universal tool applicable in all of sectors. It reflected a part of the outputs of an investigation developed in the local governments of the Holguín county with motive to the necessity manifested to improvement of the local organs of the popular power. It expounded the inclusion of the manager by process like tool of administration, applied to the civic participation. Like principal result is it shown the key sub process of the civic participation and the flow diagram of the sub process account´s rendition of the delegate to their electorate, one of their principals sub process, because it constitute an essential rule of the socialist democracy and possess a vital importance for the operation of the society.
