Abstract

For a UN-HABITAT-ROLAC, the strategic actions implemented through the Latina American and Caribbean Regional Fund for Local Economic Development should have the following goals: strengthen private - public alliances for the reduction of poverty, motivate the local economies and generate dignified employment and income. The projects that will be implemented through the Regional Fund should contribute to affirming an identity, distinguishing elements, own reputation, unique characteristics that differentiate what is local within the globalized universe. They should find the comparative local advantages in reference to territorial competition at a global level. The training of local multiplying agents in the various municipalities should have as a principal focus the discovery, recognition, and valuing of local assets; this means the potentialities, vocations, opportunities, comparative and competitive advantages for each territory for local economic development. The proposed timetable to carry out the DEL actions through FLEDGE is divided into three years, each with its own content. During the first year, the proposal would be launched, the participating countries and cities would be selected and DEL training activities would be carried out. In the second year, strategic actions would be implemented and the alliances between the various actors would be consolidated as to finances and knowledge management. The third year would be for the consolidation and sustainability of the projects as well as their evaluation. At the end of the third year, the second cycle of projects would begin with the selection of other countries.
