With the new system of criminal investigation and management of prioritization criteria, given by Directive 01 dated October 4, 2012, it corresponds to the Analysis and Context of the Attorney General’s Office and the Committee of Prioritization of Situations, to approve action plans designed by the various units of the Attorney’s General Offices to apply prioritization criteria. This is, as the one adopted on January 29, 2013 for the Attorney’s
General Office Units for Justice and Peace, which focused on 16 individuals, including Hernan Giraldo Sierra, former chief representative of the demobilized Tayrona Resistance Front operating in the Department of Magdalena. The main objective of this research is to describe the variables and tensions in the process of Justice and Peace in the Departments of Atlántico and Magdalena, attending Concentrates Hearings for formulation and
acceptance of charges against several former members of such Resistance Front with the purpose of observing and verify the developed themes that allowed the Justice and Peace Unit reveal the existence of macro-crime patterns and massive macro-victimization in the investigations.
