A smart city is a geographic area or territory is characterized by the intensive use of technologies to generally improve the quality of life of citizens and the sustainable development of cities under the assumptions of collaboration and innovation. The purpose of this article is to present a systematic review of literature on the concept and characteristics of smart cities published in the scientific literature, with emphasis on the role of information and communication technologies, as a core element in the conception and implementation of projects and initiatives that affects the successful development of smart cities
