The sanitary, health and food crisis in the high security penitentiary and prison facility of Cómbita – Boyacá

Abstract

This article describes the situation suffered by the Penitentiary Establishment of Cómbita - Boyacá, as a reflection of the national prison crisis; begins by making a historical account of the history of prisons in Colombia, to then raise the existing crisis regarding the re-socialization process and what really happens taking as reference the point of view of different Latin American and national scholars of the subject that have explained from its point of view the reason for the crisis, denounced that although their rights have been recognized by the Constitutional Court, the entities in charge of the operations of the prisons fall short to meet the demand for services required, that is why this article highlights the state abandonment, the unconcerned look of the judge of execution of sentences that is removed from the obligation established in the Law to verify the prison conditions of those who are serving their sentences, condemning the inmates to a life sentence in a real sense, with the plea by the Ombudsman's Office so that the legislature and the judiciary l do not continue to increase the penalties of deprivation of liberty, make the requirements for the granting of criminal subrogations and administrative benefits more flexible, a study by the Faculty of Medicine of the Universidad de los Andes and Harvard is cited, which resulted in the suffering of feelings of resentment, depression and hatred towards society that subjects inmates to these humiliations.
