The Principle of Objective Selection in Public Bidding: Analysis from the Pre-Contractual Stage

Abstract

This article pretends to analyze, from the pre-contractual stage of the public bidding, the main difficulties at the materialization of the principle of objective selection at the time of the selection of proponents. This research of socio – legal character has a qualitative approach and it is of an exploratory – descriptive type, in which it is intended to respond to the objectives initially raised in the research, through the use of techniques of collection, review and analysis of secondary sources of documental nature, from the normative and jurisprudential points of view.
