Based on the affirmation that democracy is the mechanism exercised through citizens' suffrage, this article reviews the context that was the focus of the October 2016 plebiscite in Colombia within the framework of the Havana Agreements. It is concluded that a political culture is necessary to identify the power that the vote represents at the time of not only the election of its representatives, but also at the moment of making decisions and positions that mark the future of a locality, region or country
