A discussion on trade facilitation

In the ninth Ministerial Conference of the World Trade Organization in december 2013, its members adopted a decision about an Agreement on Trade Facilitation and set a date (July 21st 2014) to conclude the precise procedures for its entry into force . It has passed some months and this purpose has not been gotten. This paper aims to show the reasons for it, but also some of the problems for operators of international trade raises the indicated decision. The need for stable and predictable rules in the field of international regulations affecting the trade policies of the countries is a task undertaken by the GATT in the late 1940s and, according to many would be completed theme which it is addressed in this paper. But how it should know that international trade would be affected.
