The present work reveals the changes that the economy has presented in the city of Cartagena as a consequence of the COVID-19 pandemic; This quantitative study of experimental design and descriptive scope aimed to evaluate and understand the changes in the economy of the southern area of the city of Cartagena, taking into account the effects that the pandemic had on the creation of new micro-enterprises and SMEs. In addition, for the development of the work, the specific objectives were taken into account that corresponded to identifying the need that the inhabitants of the southern area of Cartagena had for the creation of micro and small companies in times of pandemic, second to analyze the behavior that has had business in the southern area of the city of Cartagena for the last 4 years (before, during and after the pandemic); and finally to standardize the economic recovery of post-pandemic trade in the southern area of the city of Cartagena. A standardized survey is applied to 50 microentrepreneurs in the southern area of the city of Cartagena in a transversal time and according to this, it is obtained as results that the microenterprise sector faced complex scenarios in which production and operation were stopped or stopped. Stalled due to various problems as a result of the pandemic, for example, they were plagued by feelings of fear of investing and the lack of consumers of their products or services, these micro-enterprises were also forced to comply with biosafety protocols, which implied greater economic expense and the insecurity of a sale; Therefore, it is concluded that this process is a chain, since without consumers there is no livelihood in micro-enterprises and without micro-enterprises or workplaces, there is a large margin of unemployment and therefore fewer consumers for the acquisition of products or services.
