Abstract

The political and administrative division of the Capital District of Bogotá, has generated debate about its legal nature, because it can not be framed within the denomination of decentralization, as established by the Constitution of Bogotá, given the problems of this term for the reality of the division. You need to know the scope of this concept, as well as devolution, and how localities are conceived to analyze in detail which model best fits the aforementioned territorial organization of Bogotá, pointing out its difficulties and exposing the weaknesses of each model and what the city requires a level of participation and development.
