Approach to decentralization in the District of Cartagena. A look at Law 2082 of 2021

Law 1617 of 2013 aims to "to provide the districts with the powers, instruments and resources to enable them to perform their functions and provide the services for which they are responsible, and to promote the comprehensive development of their territory in order to contribute to the improvement of the quality of life of their inhabitants, on the basis of the use of their resources and the advantages derived from the special characteristics, conditions and circumstances which they present". After this, Law 2082 was promulgated in 2021, which aims to "adopt mechanisms to strengthen administrative decentralization and other provisions are issued" provisions that transform the territorial organization into the city. To this extent, what the present document seeks is to know what has been the impact of Law 1617 and Law 2082 of 2021 on the decentralization process in the city of Cartagena de Indias evidencing that the incidence that has been generated is contrary to decentralization generating forms of administrative deconcentration.
