The public management is structured as one of the key points on implementation of both new regulatory frameworks, and public policies that inspire them, because in most cases, strategic and operational objectives initially set out and approved in the design of the law, are hardly fulfilled, thanks to the decisions that are taken into the organizational dynamics of our public institutions, in the middle of the implementation process. It is because of this, that we believe that a well-structured policy could be affected by existing models of governance and organizational culture that prevails in institutions that are responsible for its implementation. Such is the case; we wish to study, about territorial authorities, to which the Law 1480 of 2011 has assigned certain powers, to act in the territory as the main guarantors bodies of consumer rights, having in mind the concepts of Governance and organizational change, as important elements in the effectiveness of public policies and namely in matter of consumer rights.
