Merit as an element of transformation of institutions

Abstract

The modern public administration seeks to strengthen its institutions, based on the implementation of new public policies that meet the needs of citizens and ensure compliance with the essential purposes of the State.  Thus, the institutions must concentrate their efforts on achieving the programmed goals, proposing policies based on the implementation of merit as affirmative action for the benefit of the community and, causing a rethinking of the administrative function, which in turn translates, in the need to build institutional capacity for development, to implement transparency mechanisms and generate favorable conditions to address the collective problems that arise in a dynamic population.
