Abstract

Democracy has evolved and changed from its same origin always to more inclusive formulations. This is, democracy models that have included in the electoral body social groups previously excluded, democracy models protectors of new rights previously nonexistent, democracy models that assumed new elements that in a very first time were not considered typical of the democracy or indispensable for its development. Democracy is movement. Can be participatory democracy the element that defines the modernization of the democracy on the first decades of XXI century? On this paper, through the analysis of the participatory democracy concept, this idea is supported.
