This paper analyzes the system of comprehensive protection of human rights of children and adolescents, with the purpose of reviewing the legal order Venezuelan constitutional and legal recognition of the universality, progressiveness and preeminence of human rights, especially the respect for the rights and guarantees that assist as subjects of rights, progressive legal capacity, to the extent of their development as citizens. It uses the method of document analysis. We conclude that Venezuela faithful to the commitments made through treaties, covenants and conventions on Human Rights has been incorporated on children and adolescents the principles governing the doctrine of integral protection as legal rules through Law for the Protection of Children and Adolescents (LOPNA, 2007), with the feature of creating a national system for the Comprehensive Protection of Children and Adolescents, with the challenge of ensuring adequate fully effective protection of their rights human
