To start this investigative work, it is pertinent to formulate the following question: Is the Colombian State inefficient in its purposes for imposing measures that, in the health emergency framework, limit and condition older adults’ access to public information? Meanwhile, to answer this question, the objective to be developed is to analyze the measures taken by the Colombian State during the health emergency faced in the year 2020. In the same way, an investigation with a legal approach is used as a methodological process, whose documentary technique allows a qualitative analysis through bibliographic, normative, jurisprudential, and social precedent review, which allows us to show as a result that in Colombia the needs of old age are formally recognized as essential elements of human rights; but, the fulfillment of this ideal is materially difficult, due to not knowing the conditions of each population sector of our country.
