Impact of the Public-Private Partnerships Regime on State Contracting in Colombia in the Period 2012-2021

In Colombia, state activity is carried out through the various administrative functions in charge of state entities with legal capacity to contract, thus having various mechanisms for the fulfillment of the essential purposes of the State, which, as a rule, are carried out through the different modalities of public contracting. Now, the Colombian State has developed a set of legal regimes of a special nature, with various mechanisms and alternatives to guarantee an efficient, transparent and objective selection purchasing system, it is here where the figure of the so-called public-private associations arises in hereinafter PPP, based on Law 1508 of 2012, in which the private sector is called to intervene and through which a substantial change in contractual matters is produced between the State as a contracting figure and the collaborating contractor.
